These are not aspirations. Each one gates a release, sits in a contract, or both.
Owl never makes the adverse decision. Adverse determinations require a licensed human reviewer and a written rationale. Our software surfaces the evidence, supports the decision and audits the outcome. It does not issue the denial. This is a product principle, contractually enforced and externally audited.
